FDS is a non-profit game development team founded on February 2, 2017, and rebuilt on March 30, 2022. Its core objective is to create a platform that does not rush for short-term gains, is relatively relaxed, and allows members to fully unleash their creativity for creation. All profits will be used to sustain the organization’s daily operational needs. FDS was co-founded by game enthusiasts and is currently managed by the FDS Management Group. The supreme governing body is the FDS Production Committee.
Subordinate organizations of FDS may include for-profit departments, but their profits do not directly belong to the FDS core. These subordinate organizations have independent bylaws and financial policies but must remit a portion of their profits to support the basic operations of FDS as a non-profit organization.

The establishment of internal rules aims to build consensus on conduct among members, make collaborative behavior more predictable, enhance efficiency, and mitigate certain legal risks for the organization. When regulations conflict with member experience, the management team shall promptly evaluate and amend the rules.
In case of conflict between translated versions, the Simplified Chinese version shall prevail.
FDS Members constitute an important part of FDS. Members enjoy the right to participate in FDS activities and receive development rewards, and bear the responsibility to participate in development and maintain a good internal environment within the organization. FDS Members shall comply with FDS Global Regulations and their appendices, as well as the rules within projects and group chats.
Each FDS Member is entitled to an electronic FDS account, accessible via the MyFDS system (effective June 15, 2025). This account will be frozen upon termination of membership status.
Intern Members who do not obtain full membership status upon completion of their internship period will have their FDS account deactivated.
All internal operations websites directly affiliated with FDS (e.g., Code FDS code.fds.moe), to ensure data security, shall not be open for public registration without administrator approval. Without special reasons, administrators will not approve such operations.
Members are required to safeguard their personal accounts properly; in principle, accounts shall not be entrusted to others for use. If it is necessary to delegate operations to another FDS Member, the account owner bears all associated risks. Strictly prohibit lending accounts to non-FDS Members.
Detailed usage guidelines for FDS accounts will be formulated separately.
FDS products should strive to support MyFDS account login and provide additional usage permissions to active members.
Members have the right to participate in organizational management. Specific methods will be discussed and determined separately after the number of active FDS members reaches 20 or more.
FDS group chats are divided into internal groups (e.g., General Development Group, Casual Chat Group) and project groups. Internal group management is relatively relaxed.
We expect all members to respect each other and avoid engaging in subjective malicious behavior towards any individual or collective within the organization:
The occurrence of subjective malicious behavior will result in penalties commensurate with the circumstances. Behaviors explicitly prohibited will be penalized according to the relevant clause.
Passing the FDS membership review and being approved by a member of Regional Administrator rank or above; or being specially approved by a Global Administrator/Committee member grants FDS membership status.
All full membership statuses are valid for two years by default. Current FDS Members can obtain unconditional renewal during the annual member registration period in May or November. However, the following members are exempt:
Temporary membership status expires automatically upon schedule. Obtaining full membership status requires meeting the new member standards.
Severe violation of FDS / Group / Department / Group-subordinate Department documents (including this document), resulting in deprivation of status / removal from the group as per the document’s stipulations, will lead to the deprivation of FDS membership status. At the member’s own request.
We require members, when participating in different projects, to understand and adhere to their respective copyright regulations. Unless otherwise specified, the FDS Default Copyright Agreement shall be followed by default (viewable at: https://doc.fds.moe/policies/default_copyright/).

Management group members who have made exceptional contributions to FDS.Administrators possess the highest executive authority. The Committee possesses the highest decision-making authority.
We do not oppose spouses or partners of members holding positions of Area Manager or above joining FDS, but we firmly oppose any action that may or does create unreasonable privilege. For example, avoid allowing their spouse or partner to directly share their status permissions, or hold positions within their directly managed group/department that are directly assigned, managed, or evaluated by them.
Members of FDS-direct departments or groups all possess FDS membership status. Management members of other departments or groups must possess FDS membership status. Other personnel may optionally possess FDS status.
FDS subordinate companies must ensure that at least two members of the FDS Management Group collectively hold no less than 52% controlling interest, with each holding no less than 15%. If a member holding controlling interest leaves the FDS Management Group, they must transfer their shares/voting rights to another qualified entity.
To ensure trust and stability within the organization, the following conduct is strictly prohibited:
Joining FDS or its subordinate projects signifies that you have read, understood, and agreed to comply with this Agreement, accepting the potential consequences of non-compliance.

Agreement updates will be announced on the aforementioned webpage at least 14 days before their effective date and notified to registered members via methods such as MyFDS system email.
This Agreement takes effect on August 1, 2025.
