FDS Administrator Regulations

Chapter 1: General Provisions

Article 1

In order to enable FDS administrators/committee members to fully exercise their primary management functions and ensure the healthy and orderly development of the organization, these regulations are hereby established.

The requirements of this version of the regulations may indeed be strict (even approaching stringent), but their necessity exists.

Article 2

All members of the FDS Management Group shall abide by these rules and their appendices.

The FDS Management Group includes positions at Area Manager level and above.

Article 3

FDS management is an “amateur job.” In the foreseeable future, there is a possibility that this work may transition to full-time.

Although it will take a significant amount of time, it is undeniable that FDS management still cannot bring income sufficient to “support oneself.” Therefore, we hope that all members of the management group balance their real-life responsibilities with organizational management. When daily life cannot provide time for management, we encourage administrators to temporarily resign from their administrative positions, with their records kept and retaining their former management status from voluntary resignation. Don’t worry, after regaining sufficient time for management, they can directly resume their position with this status.

Article 4

Currently, FDS is preparing for commercialization, so there is a possibility of transitioning to full-time or part-time work in the future.

Therefore, it is recommended to consider two questions now: whether you can accept a model of 9 hours per week + low profitability after commercialization; whether you can accept full-time participation in the group + having achieved profitability status.

Chapter 2: Administrator Responsibilities

Article 5

FDS administrators shall retain lower positions while holding higher positions.

For example, when a StarFall Regional Administrator Assistant is promoted to Administrator Assistant, they should retain their original StarFall Regional Administrator Assistant position.

When an administrator is promoted or temporarily assumes a higher position, the workload of the original position will be correspondingly reduced, and more energy should be devoted to the higher position. However, basic understanding and necessary participation in the affairs of the original position must still be maintained.

Article 6

Administrators should maintain good trust relationships with each other, and there should be a certain degree of humanistic care within the management group, not always being purely business-focused.

Within the administrator group, there should be mutual trust, mutual help, and care for each other.

Article 7

Administrator Assistants can only be promoted to the next level of Administrator Assistant. Administrators can only be promoted to the next level of Administrator.

7.1 Nature of Administrator and Administrator Assistant Positions

Administrators and Administrator Assistants are essentially the same in terms of scope of responsibilities and voting weight. In case of disputes, the authority of Administrator Assistants is slightly lower than that of Administrators. The difference between the two lies in work style preferences:

  • Administrators: Tend to independently lead work and take full responsibility.
  • Administrator Assistants: Tend to assist in collaboration and team coordination.

Members may choose the corresponding position type according to their own work style preferences. Adjustment of position type must be approved by unanimous consent (support weight reaching 76% or above), and each member may adjust at most once within two years.

Article 8

Online Time Requirements

8.1 Regional Administrators must be online at least once every 72 hours. 8.2 Global Administrators must be online at least once every 36 hours. 8.3 If special circumstances prevent being online for a short period (within 7 days), this should be reported in the management group chat (especially for Committee members).

Article 9

Administrators should attend punctually.

Administrators should attend meetings clearly indicated within the management group, such as weekly meetings. If unable to attend scheduled events or needing to be late by more than 30 minutes or more than 50% of the scheduled time, a declaration should be made before 29:59 on the day before the event. If 29:59 on the previous day is less than 12 hours before the scheduled event, a declaration should be made 12 hours in advance.

Article 10

Administrators should make honest declarations.

Administrators should honestly declare their work content within the group.

Article 11

Administrators should maintain confidentiality.

Administrators should keep group messages confidential. Unless unanimous consent is obtained (support weight reaching 76% or above, calculation method refers to Article 4.2.2) that a message should be published, all internal management group messages must not be disclosed externally.

Chapter 3: Administrator Appointment and Dismissal

Article 12

Each time an administrator is promoted, they will first obtain intern management status for that position for a period of one month.

The Committee should establish up to three positions. Promotion from intern management requires approval from at least two Committee members + approval from the internship mentor to be promoted to administrator.

Article 13

Global Administrator positions and above must find a successor/temporary replacement when resigning/taking temporary leave.

If a successor cannot be found, an Administrator Assistant from the next level down will temporarily assume the position until a new official person in charge is found. According to Article 2.3, Administrator Assistants can only be promoted to the next level of Administrator Assistant, so this temporary appointee will not become a formal administrator as a result. When the new formal administrator takes office, the temporary appointee retains the higher-level Administrator Assistant position obtained during the temporary period to assist the new administrator’s work.

Article 14

Global Administrators and Committee members should prioritize FDS management responsibilities above positions in other organizations.

Article 15: Violation Handling Mechanism

15.1 Definitions:

  • Majority Consent: Support weight reaching 51% or above (calculation method refers to Article 4.2.2).
  • Unanimous Consent: Support weight reaching 76% or above (calculation method refers to Article 4.2.2).

15.2 Violation Handling Rules:

  • Multiple Tardiness or Absences: Being late or absent more than five times within one month (without advance declaration according to Article 2.5), the administrator position may be revoked by unanimous consent.
  • Loss of Contact: No response for one consecutive week (7 days) without prior declaration according to Article 2.4.3, the administrator position may be removed by majority consent.
  • Confidentiality Breach: Violating the confidentiality provisions of Article 2.7, immediate removal from administrator position, and not allowed to rejoin the management group within one year. The determination of confidentiality breach acts refers to Article 23 of the Charter (organizational security related clauses).

Article 16

Any administrator appointment or dismissal should be conducted during the weekly management group information exchange.

Chapter 4: Deliberation System

Article 17: Weekly Management Group Information Exchange

Every Sunday evening at 20:00, approximately 15 minutes of online information exchange will be conducted to facilitate management. Regional Administrators, Global Administrators, and Committee members who receive invitations should not be absent without legitimate reasons.

Article 18: Global Affairs Decision Rules

Global affairs refer to major decisions involving the entire FDS organization, cross-regional policies, organizational structure adjustments, and other matters.

18.1 Voting Weight Settings:

  • Each Committee member has 1 vote with a weight of 3.
  • Each Global Administrator (Assistant) / Regional Administrator (Assistant) has 1 vote with a weight of 2.
  • When groups resume functioning, each group as a whole will have 3 votes, each with a weight of 3 (at that time, the voting rights of Regional Administrators will be cancelled and power will be incorporated into the groups).

18.2 Decision Approval Standards:

  • Calculate total weight: The sum of weights of all voters (abstentions are not counted in total weight; absence is considered abstention).
  • Calculate support weight: The sum of weights of those voting in favor.
  • Support rate = Support weight ÷ Total weight × 100%
  • When the support rate ≥ 50%, the decision is approved.
  • Special circumstances: If the weight of abstentions exceeds 50% of the total weight of the entire management group, the matter will be decided by the Committee and Global Administrators (Assistants).

Article 19: Internal Affairs Decision Rules

Internal affairs refer to specific matters within a single group/project that do not involve other groups or global policies.

Given that FDS group functions are currently almost non-existent, specific rules for internal affairs decisions are not yet formulated and will be discussed and determined after groups resume actual functioning.

Article 20: Honorary Positions

Every winter, the management group internally nominates one Artist (a member who has made great contributions to projects) and one Honorary Manager (who has made great contributions to management).

Chapter 6: Supplementary Provisions

Article 23

In case of conflict between translated versions, the Simplified Chinese version shall prevail.

Regulation updates will be announced on the aforementioned webpage at least 14 days before their effective date and notified to registered members via methods such as MyFDS system email.

These regulations take effect on November 1, 2025.
